The Collapse of the 28-Clause Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the tension sparked by the presentation of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been defused. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: an extensive attack of aerial bombardment on Kyiv.

The Pattern of Peace Talks and Military Action

The succession of opposing developments captured the grim essence of the recent timeframe. By day, diplomatic battles are conducted: hopeful statements are issued from multiple capitals. Immense energy is allocated on containing specific proposals. By night, Moscow brutally reminds the world that, for them, war remains the key method for achieving "settlement".

Nocturnal Warfare

As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is able to track rocket firings from across the border, a capability provided through current data. From witness perspectives, defense planes that had been scrambled to counter approaching guided weapons flew past – advanced fighter aircraft provided to Ukraine by Western partners.

Soon thereafter, Kyiv's missile defense engaged: defensive missiles deployed against a hostile projectile. This was a modern interception technology at work, presumably provided by Western nations. Every firing shakes the surroundings, shaking the windows. The instant of fear quickly becomes sober acceptance: possibly the incoming missile won't strike its target this time, preventing destruction from ruin and additional electricity failures.

Persistent Threats

Following this, a large-caliber weapon engaged a drone somewhere nearby, part of a mobile-fire group – most likely imported technology. Regrettably, the shots failed to hit the hostile drone – it continued its flight toward its destination.

Periodically, this persisted until dawn. Kyiv faced the early updates: several casualties, devastation and heating outages in many homes as a result of the night's assault. As customarily, everyone still continued their routines – experiencing conflict. But those full day illustrated Ukraine's vital need on international aid – a reliance that European nations are evidently unprepared to fill in the short term.

Failed Diplomacy

The detailed framework from Washington provoked deep reactions, debate and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.

Every new proposal from Washington adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually win the battle. This pattern will, no doubt, continue.

Tactical Assessments

It is convenient to criticize certain parties of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. American leadership functions according to a principle familiar among seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The White House assumes that it is unrealistic to force Russia to abandon the areas that it currently occupies in Ukraine's south or east.

The issue is that while acknowledging this situation, US leadership does nothing to discourage Russia, through statements or actions, from thinking that the situation will not change more in its benefit in the months ahead.

Conflicting Perspectives

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their incentive to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leader remains completely certain in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing lives and land but preventing a total frontline collapse until conditions improve in its advantage.

Existing Situation

Realistically, there are no actual prerequisites for a truce. Now, personal considerations are becoming relevant: political desires to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unsuitable, so that their focus does not shift toward homefront challenges. And although their task will now be significantly challenging after latest incidents, it remains highly unlikely that this will modify their basic position.

These conflicting dynamics are guiding negotiations.

Summary and Prospects

It took a mere seven days to terminate the proposed articles of the current initiative. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, current information leaks, all achieved their purpose.

While new proposals based on established approaches are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to modify developments, if they remain united and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, largely rely on continued Western support.
